DEFENCE MINISTER OF INDIA CONFIRMS STRATEGIC CO-OPERATION WITH UKRAINE IN THE FRAMEWORK OF “MAKE IN INDIA” DEFENCE MINISTER OF INDIA CONFIRMS STRATEGIC CO-OPERATION WITH UKRAINE IN THE FRAMEWORK OF “MAKE IN INDIA” On April 13, in the framework of Defexpo-2018, the meeting between the First Deputy to the Secretary of the National Security and Defense Council of Ukraine Oleg Hladkovskiy and the Defence Minister of India, Nirmala Sitharaman, was held. The issue of Ukraine's participation in the defense industry development program “Make in India” was discussed. The Defence Minister confirmed the interest of her country in strategic cooperation with Ukrainian MIC. Nirmala Sitharaman noted that she is familiar with the process of integrating innovations and capabilities of Ukrainian defense industry within the framework of “Make in India”. Oleg Hladkovskiy emphasized that the key areas of this cooperation are naval, air force and armored vehicles. "We are talking about the supply of Ukrainian gas turbine engines for the Indian Navy. We offer projects for the comprehensive modernization of T-72 and BMP-2 tanks, active protection system        " Zaslon", manufacture of engines for Indian tanks," he emphasized. Hladkovskiy mentioned that Ukraine considers India a strategic partner of Ukraine in the MTC. "We have an extremely high potential for developing relations. We are interested in bilateral large-scale long-term projects, technology transfer, and joint ventures in all MTC areas," he emphasized during the meeting.

UOP SUPERVISORY BOARD ENDORSED THE BEGINNING OF INDEPENDENT AUDIT UOP SUPERVISORY BOARD ENDORSED THE BEGINNING OF INDEPENDENT AUDIT UOP Supervisory Board endorsed the beginning of an independent audit, technical task and procedures for purchasing of consulting services. This took place during UOP Supervisory Board meeting, attended by representatives of the leading consulting companies such as Baker McKenzie, Grant Thornton LLC, DLA Piper Ukraine LLC, The Boston Consulting Group, LLC "Dentons Europe", Ernst & Young Audit Services LLC, PJSC Deloitte & Touche USC and Roland Berger. These companies participate in a transparent tender for the international audit, announced by UKROBORONPROM, as one of the main conditions for the large-scale transformation of the State Concern. UKROBORONPROM will become the first state industrial association in the history of Ukraine that will undergo international audit. These measures will contribute to creating the most effective means for the development of the entire defense industry and for further Euro-Atlantic integration of the entire defense-industrial complex of Ukraine. Representatives of the leading consulting companies familiarized themselves with the work of UKROBORONPROM for the past 3.5 years, noting the tremendous progress made by Roman Romanov and his team. As well as the work conducted for the last year by Denys Gurak on technical task formation and organization of a transparent tender. As a result, on November 13, 2017, an appropriate position was established for the procurement of services and a tender was announced in the public e-procurement system ProZorro.

UKROBORONPROM LAUNCHED A NEW STAGE OF ITS REFORM – INTERNATIONAL AUDIT UKROBORONPROM LAUNCHED A NEW STAGE OF ITS REFORM – INTERNATIONAL AUDIT The State Concern "UkrOboronProm" (UOP) held a meeting of a specially established tendering committee, involving the specialist of the Independent Defense Anti-Corruption Committee Transparency International-Ukraine, which will help to select the international consulting company using "competitive dialogue" procedure. Thus, the Concern started the process of conducting an international audit. “We launched the next stage of UOP’s reform. Implementation of such a large-scale process as international audit and transformation of UOP’s enterprises into joint stock companies will last for about 2 years", - noted management of the State Concern at the press conference devoted to the state of UOP reform and plans. UOP representatives added that in the final stage of this process they expect to receive restructured assets that will be formed in several joint-stock holding companies, each of which will specialize in a certain defense industry sector and have the opportunity to enter the stock market. It should be noted that today the defence industry complex of Ukraine needs to create organizational and legal conditions for corporatization of state enterprises in this sector of the state economy. UOP has already addressed the Verkhovna Rada of Ukraine Committee on National Security and Defense on this issue.

MILITARY ATTACHÉS GIVE HIGH RATING TO UNIQUE CAPABILITIES OF Kherson State Plant "PALLADA" MILITARY ATTACHÉS GIVE HIGH RATING TO UNIQUE CAPABILITIES OF Kherson State Plant "PALLADA" The military attaches from 14 countries - together with representatives of the Ministry of Defense of Ukraine – visited UOP Kherson State Plant "Pallada" and gave high rating to the company's ability to manufacture unique marine equipment. The visit took place on July 18, with the participation of the UOP Deputy Director General for Development Artur Kheruvymov. "Pallada" is a modern export-oriented manufacturer of unique equipment. Docks, manufactured by the SE “Pallada” are successfully operated by Japan, South Korea, Finland, Bulgaria, Turkey, Algeria etc. – noted Artur Kheruvymov. He added that UKROBORONPROM systematically collaborates with the Kiev Association of Military Attaches, demonstrates domestic defense industry development and capabilities, establishes corporate ties and broadens the range of foreign partners. Currently, the enterprise is implementing a contract for the construction and delivery in 2017 of a composite autonomous floating dock with a carrying capacity of 7100 tons. Pallada is manufacturing it under the supervision of the American Bureau of Shipping. Multimarine Shipyards Ltd will operate this dock in the port of Limassol (Cyprus). The length of the deck is 120 meters, immersion depth is 12.2 meters. The hull will be made from heavy marine concrete, and its conning towers - from ship steel. This combination of materials allows reducing the operating costs of the dock by 2-2.5 times, compared to similar steel docks. Last year, a composite dock by SE “Pallada” - with a lifting capacity of 8500 tons - arrived to the South African republic - the company DORMAC, having successfully overcome Kherson-Cape of Good Hope- Durban (South Africa) route with a length of 8799 nautical miles in 79 days. Plant specialists are preparing the dock before introducing it into service. The plant used to have wage arrears: at the beginning of 2015 it reached 11 million UAH. and almost everyone imagined pessimistic scenario for its further operation. Thanks to the systematic work of UKROBORONPROM management and effective talks of "Pallada" management at international exhibitions, the plant signed and fulfilled the largest contract in its history. Today, the plant has been working systematically, and employees are confident in its future development.

UKRAINIAN SOLDIERS RECEIVED 119 UNITS OF MILITARY EQUIPMENT AND ARMAMENT FROM SC "UKROBORONPROM" UKRAINIAN SOLDIERS RECEIVED 119 UNITS OF MILITARY EQUIPMENT AND ARMAMENT FROM SC "UKROBORONPROM" Armed Forces of Ukraine received 119 pieces of military equipment and armament from UKROBORONPROM enterprises. The transfer of military equipment took place in Chuhuiv, Kharkov region, October 15, in the honor of Ukraine Defenders’ Day. Ukrainian military received powerful MLRS "Uragan," air defence systems "Osa" and "Tunguska", more than fifty 82- and 120-mm mortars, tanks T- 64, T 80 and other armored vehicles, including new BTR-3DA . The President of Ukraine Petro Poroshenko took part in military equipment transfer. He praised the courage of Ukrainian soldiers and tireless work of UOP specialists, who supplied Ukrainian military with more than 12 thousand units of armament for the last two years. Besides the ground equipment, Ukrainian military received fighters MiG-29 and Su-27, strike fighter Su-25, military transport aircraft AN-26, attack helicopters Mi-24PU1 and helicopter Mi-8. "The state is doing everything possible to supply the Army with new military equipment. The domestic defence industry plays a key role in maintaining a high level of combat and mobilization readiness of forces and security sector means, increasing their operational capabilities, "- said Petro Poroshenko. Petro Poroshenko emphasized that he sets the task before scientists, designers, managers of defence enterprises and their employees to develop and produce new missile munitions: CM complexes - that have already passed the first tests - new samples of artillery systems, high-precision and high-tech armament. "The country needs modern, new, powerful armament that will protect Ukraine from the aggressor, stopping and destroying him, to protect the lives of our citizens", - said the President of Ukraine. Besides, during the briefing in Kharkiv Regional State Administration, Petro Poroshenko stressed great importance of the military-industrial enterprises of the SC"UkrOboronProm," (UOP) located in Kharkiv. "To begin with, 17 UOP enterprises are located in Kharkiv – one of the basic centers of Ukrainian defence industry. I can stress the fact that Kharkiv, Lviv, Dnieper and enterprises of many other regions participate in most projects. It is hard to imagine a significant number of UOP projects without Kharkiv enterprises: " Malyshev Plant," the world-famous" SE “Kharkiv Morozov Machne-Building Design Bureau” etc. I will not specify: you will not find any country that discloses its defence development, though we can point out that for about 25 years we haven’t had such an increase," - said Petro Poroshenko.
