CLUSTER OF HIGH-PRECISION WEAPONS AND AMMUNITION IN 2018: UKRAINE’S MISSILE SHIELD AND AMMUNITION PRODUCTION CLUSTER OF HIGH-PRECISION WEAPONS AND AMMUNITION IN 2018: UKRAINE’S MISSILE SHIELD AND AMMUNITION PRODUCTION During 2018, Ukroboronprom enterprises made a significant contribution to providing the Ukrainian army with high-precision weapons and ammunition. In total, more than 2,500 high-precision weapons units were handed over to Ukrainian security forces. This became possible thanks to modern production lines with high-precision machines, which, according to the state program, are installed at the Ukroboronprom enterprises of the high-precision weapons and ammunition cluster. Anti-tank shield   One of the key enterprises in this area is the State Kyiv Design Bureau "Luch", which  developed and launched mass commercial production of high-precision missile systems "Stuhna-P", "Corsar" and "Barier". Hundreds of such complexes complete with thousands of missiles were handed over to the troops. Such weapons can not only deter but also successfully destroy the aggressor's armored groups and the enemy's firing-points. The portable anti-tank missile complex "Stuhna-P" is intended for the destruction of immovable and moving modern armored targets with composite, distributed or monolithic armor, including the one with dynamic protection, as well as small-scale targets such as DOT, a tank in a trench, lightly-armored objects and helicopters. The shooting range is up to 5 km. Guidance is carried out by a laser beam. The light portable missile system "Corsar" effectively destroys enemy targets at a distance of up to 2.5 km, which equals the shooting range of the American FGM-148 Javelin. The missile is guided by means of a laser beam. "Vilkha" and "Neptun" Designers of the State Kyiv Design Bureau "Luch" are credited with developing one of the most advanced weapons known as "Vilkha". This high-precision weapon passed the final firing trials as far back as May. About 15 the State Concern "Ukroboronprom" enterprises and a number of other manufacturers of defense industry products were involved in its creation. However, a distinguishing feature of "Vilkha" is that it is made of only Ukrainian components. Mass production of "Vilkha" is expected to begin soon, which will substantially increase the missile and artillery capabilities of the Armed Forces of Ukraine. Another invention of the State Kyiv Design Bureau "Luch" which is of strategic importance for the national defense capability of Ukraine is the latest aircraft shaped missile "Neptun". During recent trials, it destroyed a surface target at a distance of 280 km. thereby proving the high efficiency of systems for target control and recognition by the onboard system of the aircraft shaped missile. High-Precision "Kvitnyk" This year the State Enterprise "Science and Production Complex "Progress" completed the modernization and full import substitution of a high-precision 152 mm projectile called "Kvitnyk", which hits a target with an accuracy of several centimeters at a distance of up to 20 km. This accuracy is achieved by means of laser pointing, which can be carried out with an unmanned aerial or a correctional device. The "Kvitnyk" can destroy the most secure targets such as command posts, communications centers, bridges, crossings, support points, etc. Such "intelligent" weapon makes it possible to hit the enemy which hides behind civilian objects. The "Kvitnyk" was adopted by the Armed Forces of Ukraine in 2012, but so far, no large orders have been made. After the Russian aggression began in 2014, there arose a need to replace Russian components. As of today, this task has been fulfilled 100%: the "Kvitnyk" does not have any components of Russian production. Therefore, the State Enterprise "Scientific and Production Complex "Progress" is quite ready for mass production of "Kvitnyk" and all necessary state trials and is looking forward to receiving orders from the Ministry of Defense of Ukraine. Complex of ammunition enterprises In 2018, the State Concern "Ukroboronprom" began putting together a complex of ammunition industry enterprises. The reason for this was overly complex technological chains that are needed to create artillery ammunition. Making at least one artillery projectile requires concerted efforts of many enterprises and research institutes that develop and make dozens of individual components, initiation means and explosives. In order to accomplish this large-scale task, the state targeted program which is implemented through the Ministry of Economic Development and Trade is expected to allocate in the coming years significant funds for the purchase of high-precision machine tools and other serial production equipment. It should be noted that the bulk of these enterprises are located in the town of Shostka, where three Ukroboronprom enterprises have necessary technologies, production premises and highly skilled personnel. These are "Shostkinskyi state-owned plant "Impulse", Chemical Products SRI and "Shostkinskyi state-owned plant "Zirka". It should be noted that in 2018 in addition to its involvement in the "Missile Shield" program, "Impulse" began joint production of 40mm grenades in compliance with NATO standards. Chemical Products SRI began mass commercial production of a rocket-propelled anti-personnel flame thrower RPV-16, which is being supplied to the army by hundreds. Meanwhile, thanks to active support from the central and local authorities, "Zirka" is set to resume production of pyroxiline powder next year. Artem's projectiles In 2018, specialists of the State Joint-Stock Holding Company "Artem" worked hard on the RS-80 "Oskol". These 80-millimeter uncontrolled missiles successfully passed several stages of state trials. Over 300 launches confirmed that the RS-80 complies with the main tactical and technical characteristics and can be used on helicopters and airplanes. The supersonic RS-80 is designed to destroy the enemy's military personnel, armored vehicles, fortifications and other targets. To ensure the most effective enemy destruction the SJSHC "Artem" designers equipped the RS-80 with various combat units and detonators. In addition, SJSHC "Artem" began mass production of new 152-mm projectiles for the "Hyacinth" artillery system. In 2018, these projectiles successfully passed the defining-departmental trials and validated their characteristics. Thus, in 2018, enterprises of the high-precision weapons and ammunitions cluster successfully performed a large volume of works related to the supply of hundreds up-to-date samples of missile weapons to Ukrainian troops. The new high-precision equipment and the implementation of the import substitution program significantly expanded the capabilities of the Ukrainian army, which received advanced weapons capable of destroying the enemy with one shot.

"UKROBORONPROM" ADOPTS NATO STANDARDS IN 2019 "UKROBORONPROM" ADOPTS NATO STANDARDS IN 2019 According to the guideline documents of the Ministry of Defence of Ukraine and enterprises of the Defence Industry Complex of Ukraine in 2019 Ukraine is to begin implementing NATO principles and standards. In addition, in 2019 Ukraine will begin adopting NATO technical standards in the production of weapons and military equipment in Ukraine. This will significantly improve the quality of Ukrainian weapons and will ensure the mutual compatibility between the combat systems of Ukraine and those of the NATO Member States.   This decision was made during the meeting of the 27th NATO-Ukraine Joint Working Group. This became possible thanks to energetic efforts of the Group which is headed by the First Deputy Secretary of the National Security and Defence Council of Ukraine Oleh Hladkovskyi and the Deputy NATO General Secretary Camil Grand. As noted during the meeting, the Ukraine-NATO Working Group, which is composed of NATO experts, experts of the Ministry of Defence of Ukraine, the Ministry of Economic Development of Ukraine and the State Concern "Ukroboronprom", had over the past three years achieved the greatest progress ever in preparing for integration of NATO standards into national regulatory documents. It should be noted that in order speed up the implementation of new standards by the Ukrainian defence sector, in the summer of 2019 NATO technical experts will visit "Ukroboronprom" enterprises, which are part of the aircraft building and radio location clusters. At the same time, it is expected that all adaptation procedures will have been completed and all NATO standards will have been incorporated into the guideline documents of the defence sector and the Defence Industry Complex of Ukraine by the end of 2020.

"UKROBORONPROM" ARMORED VEHICLE CLUSTER IN 2018: OVER 1000 TRANSFERED UNITS, PRODUCTION EXPANSION AND MODERN DEVELOPMENTS "UKROBORONPROM" ARMORED VEHICLE CLUSTER IN 2018: OVER 1000 TRANSFERED UNITS, PRODUCTION EXPANSION AND MODERN DEVELOPMENTS In 2018, as part of the execution of the State Defense Order and repair obligations, the enterprises of the armored vehicle cluster of the State Concern "Ukroboronprom" handed over 1,000 units of new upgraded and repaired military equipment and weapons to the Ukrainian army. In addition, armored vehicles plants focused on implementing new technologies for modernization of existing models of equipment. More than 1000 units per year In general, in 2018, 18 enterprises of the armored vehicle cluster of the State Concern "Ukroboronprom" handed over 1,000 units of military equipment and weapons to their customers. The combat vehicles were manufactured, modernized and repaired by the Kharkiv Morozov Machine Building Design Bureau, Malyshev Plant, Kyiv, Zhytomyr, Kharkiv, Lviv and Mykolaiv Armored Vehicle Plants. A significant number of tanks, armored personnel carriers, BMPs and other military equipment were repaired by the enterprises' visiting brigades in field conditions, in particular, in the area of the Joint Force Operation. In 2018, such brigades repaired over 650 weapon units. The activities of visiting brigades helped to promptly and effectively maintain the combat capability of military units without spending time on transporting the equipment from deployment sites to the plants. At the same time, one of the main tasks faced by the armored vehicle enterprises of the State Concern "Ukroboronprom" was the expansion of the production of hulls for BTR-3 and BTR-4. It should be noted that the production volumes of these vehicles are closely connected with the capacities of the only hull manufacturer — the private enterprise PJSC "Lozovskyi Forging and Mechanical Plant". In order to eliminate this "bottleneck" in the technological chain, in 2018 Kharkiv and Kyiv "Ukroboronprom" enterprises   launched hull production relying on own resources. It took "Malyshev Plant", "Morozov KMDB" and "Kyiv Armored Vehicle Plant" only a year to prepare for production and to create the first experimental hulls for comprehensive inspections of quality and strength. In order to eliminate this "bottleneck" in the technological chain, in 2018 Kharkiv and Kyiv "Ukroboronprom" enterprises launched hull production relying on own resources. It took "Malyshev Plant", "Morozov KMDB" and "Kyiv Armored Vehicle Plant" only a year to prepare for production and to create the first experimental hulls for comprehensive inspections of quality and strength. It is important to note that NATO member states-produced steel was used to manufacture hulls. This helps to significantly diversify armor deliveries rather than depend on one supplier. BMP-U development In 2018, armored vehicle cluster enterprises continued to develop entirely new combat vehicles and upgraded already existing models by introducing new technologies. For example, Kharkiv Morozov Machine-Building Design Bureau is designing a completely new armored vehicle — BMP-U, which will replace BMP-1 and BMP-2. In this case, BMP-U is being created on a modular basis with the possibility of using the base platform for an entire family of armored track vehicles. According to calculations, the BMP-U level of protection with a front-mounted engine transmission compartment is 10-12% higher than that for BTR-4. In order to ensure high maneuverability and speed on the battlefield, BMP-U will be equipped with a diesel engine with a power of 735 hp and automatic transmission. Given that the mass of the new infantry combat vehicle is 25-27 tons, the specific power of BMP-U is at the level of 27-29 hp/ton. This figure is significantly higher than the specific power of BMP-1 (21-23 hp/ton.) and even of modern main battle tanks. In addition, BMP-U can overcome water obstacles. BMP-U is equipped with the BM-8 new combat module equipped with a 30-mm automatic gun, an automatic grenade launcher, machine gun, and also "Barier" controlled barrier anti-tank missiles. The BMP-U crew consists of 3 members and 7 paratroopers. Also, Kharkiv Morozov Machine Building Design Bureau is creating a promising tank of the next generation. Comprehensive work which involves designing an entirely new vehicle is divided into separate stages. These include the manufacture of a motor-transmission compartment, the development of new weapons systems, ammunition, fire protection and control systems, as well as the automation of most processes to reduce the number of crew members from three to two. In-depth modernization The enterprises of the armored vehicle cluster of the State Concern "Ukroboronprom" carry out in-depth modernization of already existing models. For example, this year, "Kyiv Armored Vehicle Plant" began trials of the T-72AMT tank, which epitomizes the combat experience of confronting the Russian aggression. T-72 AMT received reinforced armor due to the use of dynamic protection of the "Nizh" (Knife) new generation, a modern sighting complex and surveillance equipment.  But most importantly, it can fire at a distance of up to 5 km using "Kobmat" high-precision guided missiles manufactured by yet another "Ukroboronprom" enterprise - "DKKB "Luch". In 2018, the BTR-4MV1 trials were conducted at Kharkiv Morozov Machine Building Design Bureau, which was designed to take into account the latest trends in the design schools in the countries of the North Atlantic Alliance. The change of the hull bows significantly enhanced the protection of the combat vehicle in the frontal projection. Due to the high-tech equipment installed on the vehicle the high ergonomics and ease of management are ensured. In 2018, the State Enterprise "Mykolaiv Armored Vehicle Plant introduced the Mongoose combat reconnaissance vehicle. The vehicle is designed for reconnaissance in combat and fire support of combat units. The dual BRM has a 4x4 wheelbase formula and an independent torsion suspension, which ensures increased cross-country capacity of such vehicles. Due to its new diesel engine IVECO, the "Mangoose" is able to reach speed of up to 100 km/hour on the highway and to overcome water obstacles. The vehicle is equipped with additional side, top and rear hatches which allow the landing squad to land freely. Increased frontal protection and the installation of additional armor sheets ensure the safety of the crew. All components, except for the engine, are of Ukrainian production. State Enterprise "Lviv Armored Vehicle Plant" successfully conducted state trials of the armored, repair and evacuation vehicle "Lion". The vehicle was created by Lviv designers specially for the reinforcement of technical support and operational servicing of Ukrainian armored units consisting of T-64 and T-72. BREM, which has developed on the basis of the T-72 tank, is designed for evacuation and towing of faulty, damaged tracked and wheeled military equipment in combat conditions, for carrying out current and average repair in field conditions. At the moment, "Lviv Armored Vihicle Plant" is preparing for serial production. In general, in 2018, 18 enterprises of the armored vehicle cluster of the State Concern "Ukroboronprom" fulfilled their tasks having significantly reinforced the Ukrainian army with modern equipment and weapons. They also made a significant step towards increasing their own production capacities to carry out the task of re-equipping the Armed Forces of Ukraine with promising combat vehicles.

THE LATEST CRUISE MISSILE MANUFACTURED BY DKKB "LUCH" SUCCESSFULLY TESTED – THE TARGET DESTROYED AT A DISTANCE OF 280 KM THE LATEST CRUISE MISSILE MANUFACTURED BY DKKB "LUCH" SUCCESSFULLY TESTED – THE TARGET DESTROYED AT A DISTANCE OF 280 KM The latest Ukrainian cruise missile manufactured by DKKB "Luch", which is part of the State Concern "Ukroboronprom", was successfully tested at a military training ground in the Odessa Region. The surface target was destroyed at a distance of 280 km, and aircraft and a special point on the island of Zmeinyi were used to check the results of the destruction of the long-range targets. Thus, the high efficiency of target control and recognition systems by the onboard system of the cruise missile were proven. It should be noted that the newest Ukrainian cruise missile was developed as part of the "Missile Shield" Project which is strategically important for Ukraine's defense capability. The trials of the new weapon were conducted as part of a series of measures to adopt and start mass production of the cruise missile. The importance of the development of Ukrainian high-precision missile weapons was emphasized by the President of Ukraine Petro Poroshenko. In addition, on the same military training ground the accuracy and reliability of the destruction of imaginary enemy watercraft by the C-125 missile systems which underwent in-depth modernization at Ukraine’s Defense Industry Complex enterprises were confirmed. "The results of the destruction of the watercraft have proved the effectiveness of the modernized S-125. We have seen 8 launches during which 8 surface targets have been destroyed, which is a very good result that proves that these modernized systems are capable of providing reliable protection against aggression both from the air and from the sea and will considerably increase the coastal defense on the Black Sea and Azov Sea coast", said Oleksandr Turchynov, Secretary of the National Security and Defense Council of Ukraine." Upon completion of the trials, the Secretary of the National Security and Defense Council of Ukraine held a meeting with the leading developers of the missile technology and military leadership to identify priority areas for enhancing the security of the Black Sea-Azov Sea Region.
