The head of the State Concern "UkrOboronProm" Roman Romanov explained in detail the mechanisms of integration of the military-industrial complex of Ukraine into NATO cooperation systems. The presentation of integration for Western partners was held in NATO Headquarters in Brussels in the frameworks of the "Day of Defense Industry of Ukraine."
The final choice
Three years ago, Ukraine made a final choice, choosing Euro-Atlantic values and standards as the main strategy for development. With this in mind the State Concern "UkrOboronProm" is actively involved in the development of military-technical cooperation between Ukraine and NATO, Alliance member states and partner countries.
As part of this partnership quality standards are being introduced at UOP enterprises-participants, having become one of the main priorities. Quality control system ISO 9001is already working at 70% of UOP enterprises. Establishing of a system of application of NATO standards in actual development, production, modernization and repair of weapons and military equipment at all stages of the life cycle of the arms – regulating implementation of management systems and quality assurance AQAP (Allied Quality Assurance Publications) 2000 series – is already initiated.
Development program of promising modern weapons – “Smart defense” – is on the stage of negotiation and implementation. This program provides advantage over the enemy in modern war, and includes number of projects to develop modern high-tech and high-precision weapons.
Another area of cooperation development is Alliance training programs for Ukrainian specialists. The SC "UkrOboronProm" offered to establish Training Center for Ukrainian specialists of defence and security sector at UOP capacities on Alliance programs. Ministries, departments and public organizations will participate in the corresponding program.
Main goal: Integration
Integration of defense industry of Ukraine into the global defense market is the key objective of "UkrOboronProm". That’s why the State Concern started reforming of the military-industrial complex.
The reform covers clear sequential steps: corporatization, auditing, clustering, protection of technology and launching innovation platform.
Corporatization of UOP enterprises will allow creating a transparent management structure, Supervisory Board, establish common rules including those for international investors.
Each of these reform areas is a step to quality transition of Ukrainian defense industry at the modern level. This will allow integrating into the global market as a strong player with great potential.
In this case the system work on cooperation expansion with all enterprises of Ukraine is extremely important. Today "UkrOboronProm" cooperates with many enterprises of Ukraine of different types of ownership. Clusterization will allow expanding this number and attracting capacities of private enterprises to the defense of Ukraine.
This will be allow building the system of scientific and industrial complexes with a clear specialization and sufficient financial capacity. In fact, clusterized enterprises will become more competitive in the market than each enetrprise separately.
The role of "UkrOboronProm"
In the framework of the military-industrial complex reform, UOP goal is to become the core of the ecosystem, establishing general rules of partnership, standards, bringing the Ukrainian Enterprises to foreign markets, launching international partnerships for the developing of innovative projects.

This will allow Ukraine not only saving one of the few surviving high-tech manufacturing industries, but will also give a powerful impetus to the development of the economy.
