"The buying of foreign products is the issue. We have the same problem in the USA. Our department of defense has a lot of restrictions – “buy American”, “buy high quality products” etc. Emphasized Anthony J. Tether, UOP Supervisory Board member, in his interview to Defense Express.
He noted that liberalization in this area implies providing the Ministry of Defense with the right to procure the necessary weapons directly from foreign manufacturers.
“The US also has some concern buying from foreign companies. Why? If the US becomes dependent on foreign products and crucial technology, there is a risk that the country where the company is located, can stop supplies at any time. This happens in the United States in some specific cases," said Mr Tether.
In his opinion, liberalization of defense imports is necessary. "But there has to be an independent organization, as in case with UKROBORONPROM, to avoid situations where the delivery of something really important depends on someone you do not trust," emphasized Anthony Tether.
At the same time – commenting on the question of UOP corporatization – Anthony Tether noted that there are enterprises in the structure of the State Concern, development of which requires modern corporate management. In his opinion, this will allow them to "develop more effectively and find new markets."
The SC "Ukroboronprom" is clustering UOP enterprises. The main objective of clusters in the defense industrial complex is to unite specialized enterprises, provide a closed cycle of production, develop new equipment and manufacture the latest products. According to Anthony Tether, clusterization will allow to create structures that will be "more powerful and more financially sustainable."
