US REPRESENTATIVE TO NATO TOOK FAVOURABLE VIEW OF UKRAINE’S DEFENSE REFORM – SUMMARY OF THE JOINT NATO- UKRAINE WORKING GROUP MEETING

The US representative to NATO took favorable view of Ukraine’s defense reform during the NATO-Ukraine Joint Working Group on Defense Reform. The meeting was held on March 5-6 at NATO Headquarters in Brussels.

According to Pavlo Bukin, Director General of the State Concern "UkrOboronProm", the steps taken to transform the SC "UkrOboronProm"(UOP), as well as the following UOP steps, were discussed during the meeting of the Joint Group: In particular – creating transparent vertically integrated production clusters, including state-owned enterprises, UOP enterprises, as well as private firms.

Particular attention was paid to corporatization of UOP enterprises, transformation of state enterprises into public joint stock companies with 100% state share. These measures include development of transparent governance structures and attracting private investors, in order to integrate Ukrainian defense industry into the global production system.

The decision on holding seminar "NATO Experience in Procurement of Armaments and Military Equipment, Pricing and Price Control” in Ukraine was made.

"Reaching the least cost of armaments and military equipment is one of UKROBORONPROM’s main tasks. For this purpose, the pricing procedure in Ukraine should be brought to standards, operating in NATO countries. This will allow accelerating development of enterprises and directing funds to modernization of production facilities of defense enterprises", – emphasized Pavlo Bukin during the meeting of the Joint Group.
