Operation of the State Enterprise " Shipyard named after 61 Communards" (formerly named 61 communards), which is part of the State Enterprise "UkrOboronProm", is paralyzed because of the Government’s decision regarding the 1164 missile cruiser, manufacturing number 2101.
Today the company accounts are arrested, and the arrears of wages total more than UAH 58 million. These debts accrued because of the suspension of the company’s expenses for the maintenance of the cruiser in February 2015.
Mykolaiv shipbuilding facility for 3 years already has been doing works, as suspension of the cruiser maintenance will result in destruction of its power units, equipment elements, and environmental pollution of the Bug and Ingul waters. Also, as a result of destruction and laying up of special constructions the cost of a cruiser in the amount of capital investment will fall to the cost of scrap.
In order to prevent the loss of the value of this vessel and in pursuance of the decision of the National Security and Defense Council of Ukraine dated 11.11.2015, the SC "UkrOboronProm" prepared and directed to the Cabinet of Ministers of Ukraine a draft resolution on issues related to the demilitarization and subsequent use of this missile cruiser. The draft order provides for reimbursement of expenses for the maintenance of the cruiser, which would allow the pay off arrears of wages.
The lack of the state support for a strategic shipbuilding company in the country makes it impossible not only to eliminate it from a crisis situation, but also threatens its operation in general.
The Concern – as the plant management body – prepared additional projects to address this situation in order to preserve the assets of the enterprise and its industrial potential. On October 30, Ukroboronprom management appealed to Oleksandr Turchynov, Secretary of the Secretary of NSDC of Ukraine, for assistance in resolving the fate of a strategic enterprise.
The State Concern "UkrOboronProm" had already addressed the Cabinet of Ministers of Ukraine with a request to resolve the issue and to accept the uncompleted guided-missile cruiser, project #1164, which is currently in the water area of SE "Shipyard Named after 61 Communards ". The corresponding letter was sent to the Government on August 22. On the same day, the meeting between UKROBORONPROM Director General and the Governor of Mykolaiv region Oleksiy Savchenko was held. They discussed the possibilities for further development of the shipbuilding enterprise, and after that they met with the labor collective of the “Plant Shipyard named after 61 Communards.”
