In the framework of "Arms and Security-2017," a research and training conference "Coordination Problems in the Military-Technical and Defense-Industrial Policy of Ukraine: Prospects for Armaments and Military Equipment Development" was attended by representatives of the State Concern "UkrOboronProm", the Ministry of Education and Science of Ukraine, the Armed Forces of Ukraine and other states, including NATO countries.
The issue of development and practical implementation of Ukraine’s advanced scientific achievements in enhancing defense capability of our country became one of the main topics of the meeting.
"The experience of advanced countries, such as the United States, shows that using the state resources only is not enough to finance science, its effective development depends on attracting private capital. Thus, all the advanced achievements that are now forming the future world receive from the state only the first impulse that is a signal for private business to provide investment.This combination of state support, private capital and scientific thought allows breakthrough technologies to be obtained," said Denys Gurak, UOP Deputy Director General for Foreign Economic Activity.
Therefore, "UkrOboronProm" implements GARDA platform, borrowing the best solutions of the American DARPA. The creation of GARDA is related to the Euro-Atlantic course of Ukraine and UKROBORONPROM transformation. Its purpose is to combine scientific thought, investment, technology exchange mechanisms, as well as their protection.
"GARDA, among other factors, including experience of Tony Teter – the ex-head of DARPA and the present day adviser to UKRBORONPROM Director General Roman Romanov – will allow, in a short time, to combine advanced Ukrainian scientific thought with state support and private investment. We can continue to constantly complain about the lack of funds in the scientific sphere, or to show the practical side of Ukrainian business that can make a profit for private business, and thanks to GARDA, such a demonstration will become simple, effective and operative," added Denys Gurak. The International Specialized Exhibition "Arms and Security-2017" is held on 10-13 October at the International Exhibition Center, located on Brovarsky Prospekt, 15.
