"ZORYA-MASHPROEKT" WILL EQUIP INDIAN NAVY WITH MARINE POWER PLANTS "ZORYA-MASHPROEKT" WILL EQUIP INDIAN NAVY WITH MARINE POWER PLANTS UKROBORONPROM SE “Gas Turbine Research and Production Complex “Zorya-Mashproekt” will equip four ships of the Indian Navy with modernized marine power plants by 2019. In late January, management of the enterprise signed a general cooperation agreement for 10 years, which simplifies cooperation between                          "Zorya-Mashproekt” and Indian customer. "This enterprise employs 12,000 people: All of them are from Mykolayiv region. Having joined their efforts, workers of the given plant managed to add to the state budget of Ukraine 611 mln UAH. A year ago this enterprise imported 72 names of components, mostly from Russia. This year the number of imported components  dropped to just three positions. In addition, the plant has a strategic partner for the next decade - India"- said UKROBORONPROM Director General Roman Romanov. In his turn, Director of SE “Gas Turbine Research and Production Complex “Zorya-Mashproekt,” Kostyantyn Kartoshkin, said that the enterprise has a long term relationship with Indian partners: "Today we represent the first unit with automatic control system and pass it to the customer. This means that we do simply supply our old workings, but also introduce new developments, together with our partners.” February 17, SE “Gas Turbine Research and Production Complex “Zorya-Mashproekt” successfully tested the main gas turbine units for the Indian customer. For this purpose, the test box- to place the new equipment - was modernized. The station simulates operating conditions on the ship, including the work of the propeller, by the use of hydraulic brake of its own development and production. NSDC First Deputy Secretary Oleg Hladkovskyy,  UKROBORONPROM Director General Roman Romanov, and the Extraordinary and Plenipotentiary Ambassador of India in Ukraine Mr. Manoj Kumar Bharti were present at the trials and confirmed that the plant is ready for transfer the product to the customer. "30 ships of Indian Navy are equipped with engines, produced by SE “Gas Turbine Research and Production Complex “Zorya-Mashproekt”. We do not simply buy equipment, we are engaged in new developments. Today is a special day for us, as we saw the engine work, supplied with the latest development. India - as a large country - will be happy to expand this cooperation,"- said the Ambassador of India The first unit is equipped with microprocessor control system, developed by Ukrainian enterprises. Electronic components, manufactured by a leading global manufacturer of electronic equipment for control systems - Woodward (USA) - was used in the given system. Earlier, off control system was used in the plants. Due to transition to microprocessor control system, a new fuel system was created. The contract for equipping of four new ships of Indian Navy was signed in 2013. This is just one of a number of projects,the enterprise is working on for the Indian side.

The relevant memorandum was signed by UKROBORONPROM Director General and Roman Romanov and the Head of Poltava Regional State Administration Valeriy Golovko. "Today we joined industrial and scientific and technological potential of Poltava region to such an industrial engine as UKROBORONPROM. The state Concern will receive quality and responsible contractors, while the region will benefit from new taxes and jobs ", - said Roman Romanov. He stressed that Poltava region has not only enormous agricultural, but also industrial, transport and logistics potential. Cooperation between regional enterprises and UKROBORONPROM allows to realize potential of the region by fulfilling import substitution program and the state defense order. "Today UKROBORONPROM has literally painted over white spot on the map of defense industry of Ukraine. By this time, Poltava had no any defense enterprise. Finally we changed the situation ", - said Roman Romanov. According to Valeriy Golovko, regional authorities will contribute to implementation of defense order by all enterprises of the region, regardless their ownership form. "This cooperation will bring real money for manufacturers, real investment for the region", - he said. UKROBORONPROM has already signed 12 memorandums of cooperation with the state administrations and Kyiv; this strategy proved its effectiveness. Launch of "Dozor’s" serial production is happening in record time due to cooperation of 40 Lviv enterprises.  Zhytomyr Armored Plant included 67 enterprises in the production cycle, which earned 18 million UAH for the first 9 months of 2015. About 80 thousand people work at UKROBORONPROM enterprises. Approximately 200,000 workers are working at related enterprises, in cooperation with the State Concern.

"Today young people are to be involved in the development of new weapons as soon as possible. Research work of University specialists should find its practical implementation"- said UKROBORONPROM Deputy Director General of Aircraft Industry and Operations Yurii Paschenko. Acting Aviation University rector Volodymyr Kharchenko said that this event could potentially be important not only for the signatories of the Memorandum, but also for the whole country. UKROBORONPROM is successfully cooperating with almost 50 Ukrainian universities, attracting scientific potential to solve production issues. Among them - the legendary Kyiv-Mohyla Academy, Taras Shevchenko National University of Kyiv, NTUU "Kyiv Polytechnic Institute," NTU “Kharkiv Polytechnic Institute.”

As a result, the number of trades increased more than by16 times, from June to September 2015. "E-procurement is a transparent process that is beneficial to us, and suppliers. It allows buying products or services at competitive prices, attracting responsible partners. Besides, it allows to direct savings on the manufacture of new technology, "- said the head of Lviv Armored Plant Roman Tymkiv. SC "Ukroboronprom" is the leader of budgetary savings through the use of transparent e-Tendering Platform for procurement of goods and services for its enterprises. In particular, in 2015 the State Concern enterprises saved nearly 305 million UAH for the state. 19 831 tenders were conducted, attended by 7,935 suppliers. UKROBORONPROM electronic tendering proved its effectiveness as a reliable anti-corruption tool. Transparent bidding allow to attract responsible contractors and purchase necessary goods and services at the best prices. The State Concern directs all savings in manufacturing of new weapons and equipment and modernization of existing designs for the Armed Forces.

This was stated by the member of the US Congress Loretta Sanchez, UKROBORONPROM Director General Roman Romanov and founder of "Aeroscraft" Igor Pasternak, as reported at the press conference "USA Military Assistance for Ukraine: the actual state of affairs and prospects." According to Loretta Sanchez, the US is closely watching the aggressive actions of the Russian Federation. In order to strengthen the position of Ukraine, Americans will give our state not only the necessary equipment, but also the technology to deploy its domestic production. "We support Ukraine in conditions where it holds the eastern front. US defense budget has funds for defense technologies and equipment for Ukraine. Ukraine must return its territory. We will provide border control systems, but it is important to help Ukraine produce necessary products independently ,"- stressed the member of the US Congress. UKROBORONPROM Director General Roman Romanov said that the American border control system is one of the most advanced. "US experts will train our military to use complex directly on the Russian-Ukrainian border. Later, we will have a chance to produce these innovative machines independently, to defend every centimeter of the state border with the help of supermodern systems of domestic production ", - said Roman Romanov. Unique "border guards" contain multifunction radar system that "sees" at the distance of over 40 km. Each device is equipped with a special camera that can automatically detect and track the target. UKROBORONPROM Director General stressed that the cooperation agreement between the State Concern and the company "Aeroscraft" s were signed only six months ago, and today, in Ukraine, the necessary works are being completed. Cooperation between "Ukroboronprm" and "Aeroscraft" outlined the three main stages. The first stage is delivery, assembling of the equipment necessary and staff training. The second one is about manufacture of the given complexes in Ukraine, using US components. The third stage is maximum localization of production and technology transfer.

According to the report, 7,935 vendors registered last year to participate in electronic tenders. About 4,37 participants took part in one tender. As noted by the SC "Ukroboronprom," the more venders take part in electronic tender the greater the competition. This contributes to reduction of the cost of goods and services. In 2015 20,000 tenders were held and up to 74,654 lots were created, receiving 238,104 suggestions. That is an average of 3.18 proposals for one lot. The most active companies, using this transparent way of purchasing goods, is SE "Gas Turbine Research and Production Complex “Zorya-Mashproekt,” SE "Aviakon," SE" “Malyshevplant”, SE “Ivchenko-Progress” and Lviv Armored Plant. E-procurement is the most transparent way to purchase goods and services, allowing to analyze the market and identify the real prices for essential products. E-procurement brings UKROBORONPROM closer to European business standards, becoming, at the same time, an effective anti-corruption tool. UKROBORONPROM was the first of the state industrial giants to introduce such a system, launching it officially in November 2014.

According to Alexander Stetsenko, the State Concern specialists will be actively involved in educational process, modernization of programs for military personnel in specialties, related to the activities of the State Concern, defining the subject of courseworks, dissertations and theses. In addition, to encourage research activities of young scientists in the field of defense scholarships (grants) will be introduced.
